The following list of references compiles the key documents produced by Member States, experts and the European Commission. The references collect important decisions and the direction for the development of EOSC.

EOSC Executive Board Final Progress Report

The European Open Science Cloud (EOSC) Executive Board Final progress report document contains a summary of the work delivered by the Executive Board against its remit. The purpose of the EOSC Executive Board was to oversee the EOSC implementation, provide advice on the way forward and on the implementation of the strategic and funding orientations and assist with the transition beyond 2020.

EOSC Concertation meeting report

The joint meeting and workshop organised by DG CONNECT and DG RTD on September 9-10 was intended as a Concertation Meeting for the ongoing H2020 projects funded by the DGs CNECT and RTD, and extended to include members of the EOSC Executive and Governance Boards. The two DGs are coordinating the activities of both the projects and the Boards, and there was a recognised need to bring everybody together and inform each other about the respective activities in order to find synergies and identify joint activities for the benefit of all participants and the EOSC community as a whole.

European Open Science Cloud (EOSC) work plan 2019-2020

This first version of the EOSC Work Plan outlines the key outputs which will be delivered in this first phase of implementation. They comprise a first iteration of activities which will be handed over to a new governance structure at the end of 2020. The timelines, methods for delivery and key inputs are outlined in this document and run from mid-2019 until the end of 2020. This Work Plan will be updated periodically, at least in Q1 of 2020, but potentially more regularly if needed. This document draws from the EOSC Implementation Roadmap adopted by the Commission on 14 March 2018 and the EOSC Strategic Implementation Plan published in June 2019. The activities in the work plan include the most recently approved Horizon 2020 projects. This document has been reviewed and amended by the EOSC Executive Board in August 2019.

European Open Science Cloud (EOSC) Strategic Implementation Plan

The EOSC Strategic Implementation Plan presents the activities that will contribute to the implementation of the EOSC for the period 2019-2020. It is primarily intended for use by stakeholders engaged into building EOSC. This document draws from the EOSC Implementation Roadmap adopted by the Commission on 14 March 2018 and presents a comprehensive overview of the implementation of the EOSC, with action lines and timelines for the period 2019-2020. The list of activities includes the most recently approved Horizon 2020 projects. This document has been reviewed and amended by the EOSC Executive Board during its 17 April 2019 meeting. It was presented to the EOSC Governing Board during its 22 May 2019 meeting.

Future of scholarly publishing and scholarly communication

The European Commission published the report from the Expert Group titled "The Future of scholarly publishing and scholarly communication".

The report discusses the strengths and weaknesses of the current system of scholarly communication, placing research evaluation and research at the core of it, and suggests actions and ways to improve and change it where needed.

COMMISSION DECISION: Setting up the Expert Group - Executive Board of the European Open Science Cloud (‘EOSC’) and laying down rules for its financing

The Commission decision, C(2018) 5552, adopted on 27 August launches the Executive board for the EOSC as a formal expert group of the Commission.

The expert group will assist the Commission in the first phase of development of the EOSC until end of 2020, and will help to prepare the transition to the second phase of development of the EOSC.
